TAIPEI -- Chen Yunlin, president of the Chinese mainland-based Association for Relations Across the Taiwan Straits, and Chiang Pin-kung, chairman of the Taiwan-based Straits Exchange Foundation, started cross-Strait talks, their eighth round since 2008, at the Grand Hotel in Taipei Thursday.
