But Taiwan believes the Philippines has given a positive first response. A Taiwan investigation team will head to the Philippines on Thursday, while the Philippines will send a special envoy to Taiwan as a show of goodwill. At that time, the envoy is expected to propose a compensation deal, and make an apology to the victim?s family.
